AIWG 2026.7.9 - "Release manifest publish gate"

This patch release supersedes `v2026.7.8`, whose GitHub npmjs.org publish workflow stopped in the full test gate before publishing either `aiwg` or `@aiwg/cockpit` to npmjs.org.

• Fixes a stale release-manifest test that assumed

`v2026.7.1-announcement` would remain the first release entry forever.

• Leaves the release manifest ordered newest-first while still protecting the
